Human rights situations that require the Councils attention

Report of the Special Rapporteur on the situation of human rights in the Democratic Peoples Republic of Korea, Marzuki Darusman

Summary

In the present report, submitted pursuant to Human Rights Council resolution 25/25, the Special Rapporteur reflects on the latest developments in relation to the situation in the Democratic Peoples Republic of Korea over the past year. While initially the authorities of the Democratic Peoples Republic of Korea made a number of welcome gestures towards increased cooperation with the United Nations human rights system and bilateral partners, those openings have not been sustained, nor borne fruit.

The main focus of the report is the development of a multitrack strategy aimed at addressing the issue of international abductions, enforced disappearances and related matters, as recommended by the commission of inquiry on the situation of human rights in the Democratic Peoples Republic of Korea. By means of such a strategy, the Special Rapporteur seeks to maintain momentum on, and the visibility of, the issue in the international arena, and thereby sustain continuous and targeted pressure on the authorities of the Democratic Peoples Republic of Korea to resolve the issue to the satisfaction of victims, their families and the international community. The support of all relevant stakeholders in the implementation of this strategy will be paramount.
