The UN has appointed the three members of the team that will lead the Commission of Inquiry (COI) into crimes against humanity in North Korea. As well as the previously confirmed member, Marzuki Darusman, the current Special Rapporteur on the situation of human rights in North Korea, the UN has appointed Michael Kirby, a retired Australian judge, and Sonja Biserko, a Serbian activist noted for starting the Helsinki Committee for Human Rights in Serbia.

At the UNHCR's 22nd session in March of this year, a resolution on human rights in North Korea was adopted without vote. The resolution contained a clause for the establishment of a COI to investigate crimes against humanity in North Korea. A COI has long been a goal of North Korean human rights activists.

It is expected that the COI team will release a comprehensive report next March on the human rights situation in North Korea. It is also expected that the team will face great challenges in getting the regime to cooperate with the investigation.
