International Calling Cards Circumvent Phone Jammers

According to a report from the Daily NK, North Korean residents living near the Chinese border are using fixed-rate international calling cards to make calls out of North Korea. This strategy comes during the North Korean regimes increased use of phone jamming and detection equipment to decrease the flow of information across the Sino-North Korean border. A Daily NK source from North Hamkyung province stated that cellphone communication has been jammed for some time causing breakdowns in communication and spurring people to turn to international calling cards from China. The calling cards are purchased from ethnic Koreans in China and as the only simple method to circumvent current restrictions, demand for the cards continues to rise. While the calling cards offer a simple solution right now, the source offered a pessimistic view for their long term utility saying, I've heard people complain that the authorities are going to catch on that these cards are being used, and just find other ways to make our lives difficult.
