NK Actively Encouraging Production of Substitute Fertilizer

This year, North Korea is having agricultural difficulties, so the authorities are actively encouraging people to produce substitute fertilizer.
 
According to the North Korea source of Radio Free Asia, the North Korean authorities ordered each collective farm, factory enterprise, and government agency to produce substitute fertilizer. Also, each household should produce 1000 tons of grass fertilizers. The source explained that farmers are being mobilized in mowing to produce fertilizer. However, farmers are complaining that this production of substitute fertilizer will ruin farmland rather than help it.
